Job Corps
We manage the full scope of operations programming as well as outreach and admissions, career technical education, career success and independent living skills, and targeted career readiness training, all supported by a network of essential services designed to address the whole student. LifeSkills empowers youth to secure meaningful employment, pursue advanced education or specialized training, or successfully enter the Armed Forces, equipping them with the skills and resilience needed for sustained, long-term attachment to the labor market.
WIOA Programs
As a Workforce Innovation and Opportunity Act (WIOA) contractor, LifeSkills Connection serves in two distinct but complementary roles as One Stop Operator and WIOA Title I Program Operator. In the One Stop Operator role, the organization coordinates the integrated workforce delivery system by facilitating partner communication, overseeing the Memorandum of Understanding, managing center certification, and ensuring seamless service delivery through the American Job Center. In the Title I Program Operator role, the organization administers and oversees Title I-funded services for eligible adults, dislocated workers, and youth while monitoring contracted service providers for compliance with federal regulations, performance outcomes, and fiscal accountability. Together, these dual roles position LifeSkills Connection as both the system coordinator and the program accountability authority within the local workforce area.
Workforce Development and Career Transition
We provide comprehensive workforce development and career transition services designed to meet individuals where they are. From employee training and apprenticeship development to career coaching, resume writing, and interview preparation, we equip people with the tools to succeed in today’s job market. We also specialize in supporting those navigating significant transitions,connecting them with the training and opportunities they need to thrive.
Health and Social Services
We deliver Health and Social Services spanning mental health, emotional and behavioral health, and substance abuse recovery. With deep expertise serving teens and young adults, as well as adults, we offer flexible engagement models tailored to community needs. Whether providing direct services, developing programs, delivering train-the-trainer education, or guiding organizations in building their own capacity through outreach and partnership development, we meet communities and organizations where they are to create lasting impact.

Through our Chicago Region 5 and Philadelphia Region 2 Forest Service contracts, we deliver support services to Job Corps centers across six states.
JobCorps

Job Corps is the nation’s largest free residential career training and education program, helping young adults ages 16-24 gain the skills, credentials, and confidence to launch lasting careers. For more than 60 years, Job Corps has helped over 3 million young people access education and vocational training at no cost to participants.
Through Job Corps, students can earn a high school diploma or equivalency, train in one of 10 growing industries, earn industry-recognized credentials, obtain a driver’s license, and graduate ready to enter the workforce, military, or an apprenticeship program.

LifeSkills Connection currently operates Job Corps contracts at the following locations:
Cascades Job Corps Center — Sedro-Woolley, WA
LifeSkills Connection is the prime contractor for the Cascades Job Corps Center, housing 300 students. Career technical training programs include office administration, clinical medical assistant, security and protective services, culinary arts, computer technician A+, computer technician network A+, and advanced A+ administrator.
Chicago Region 5 Forest Service OA/CTS Contract
Serving Pine Ridge, Mingo, and Blackwell Job Corps Centers across Nebraska, Wisconsin, and Missouri. Services include outreach, admissions, and career transition services.
Philadelphia Region 2 Forest Service OA/CTS Contract
Serving five centers across Virginia, West Virginia, and Kentucky: Frenchburg (KY), Great Onyx (KY), Pine Knot (KY), Harpers Ferry (WV), and Flatwoods (VA). Services include outreach, admissions, and career transition services.

LifeSkills Connection operates within the Job Corps system as both a prime contractor and subcontractor giving us the flexibility to pursue contracts at multiple levels and the experience to deliver in either capacity.
As prime contractor at Cascades Job Corps Center, we hold full operational responsibility for center performance, staff, compliance, and participant outcomes. As an OA/CTS operator under the Forest Service, we manage outreach, admissions, and career transition services for multiple regional centers.
Our leadership team brings more than 30 years of combined Job Corps experience — including center director roles, corporate operations oversight, and direct work with the national office of Job Corps. That depth of institutional knowledge is what sets us apart when agencies are evaluating operators.
